Stranger Things is a web television series of America created by The Duffer Brothers. It is a science fiction horror drama. It was originally released on Netflix on July 15, 2016. Till now the series consists of three seasons with 25 episodes. The series was confirmed for a Season 4 in September 2019 by the official twitter account by releasing a teaser video. It is expected that the series will likely be released at end of the 2020s or first of 2021s.
Season 4 will consist of 8 episodes. Production of the series is undergoing as stated by Netflix Life.

It is yet to be seen if the more new character appears in Season 4

Netflix released a trailer of Stranger Things Season 4 on 14th February 2020. Fans and viewers were wondering if Jim Hopper was dead after the finale of season 3 and it seems that the wait is over. In the trailer, Jim Hopper was seen alive who is in Russia and his head was shaved.
Season 4 will takes place outside of Hawkins as in the finale of season 3 it was seen that the Byers were moving out of the town.
